Position Description

We are seeking a Nurse Practitioner Manager, SPOT Program Director who will provide programmatic, administrative, and operational leadership for the SPOT mobile clinical services. The Spot is a private-public partnership between Johns Hopkins University School of Medicine Division of Infectious Disease (JHU) and the Baltimore City Health Department (BCHD) that provides integrated care for people who use drugs across Baltimore City, including buprenorphine management, infectious disease testing and treatment, wound care, harm reduction services, and case management. The Program Director will partner with BCHD, community-based partners, and JHU to develop and execute the vision, mission, and strategic plan for The Spot. The Program Director will work in collaboration with the Spot Medical Director under the leadership of the Chief of Strategy. Overall duties include fostering community partnerships, implementing public health programmatic strategy, ensuring successful operations, managing staff, ensuring funding requirements are met, and providing direct clinical services.

Specific Duties & Responsibilities

Strategy and Program

  • Serve as a thought partner to the Chief of Strategy in shaping organizational strategy and growth.
  • Meet regularly with the Chief of Strategy.
  • Set meeting agendas and manage project-related tasks to completion.
  • Lead the strategy, design, and evaluation of new and existing programs aligned with the organization’s mission and strategic goals.
  • Collaborate with internal and external stakeholders to identify community needs and opportunities for innovation.
  • Represent the Spot in high-level meetings with funders, partners, and community members.
  • Identify and develop relationships with key national program models in mobile clinical services to adapt best practices and innovative models of care.
  • Coordinate with community partners and stakeholders to contribute to the Baltimore City opioid overdose strategy.
  • Ensure program quality, scalability, and impact through data-driven decision-making and performance metrics.

Managerial

  • Directly supervise the clinician leadership team, who combined supervise all nursing and non-clinical staff.
  • Support direct reports to ensure effective operations of Spot clinical services.
  • Alongside the leadership team, support hiring efforts across the program in line with organizational vision and HR requirements, work with the JHU hiring team and SOM HR to post positions, review applications, coordinate/participate in applicant interviews, and support the team in making hiring decisions.
  • Provide leadership and mentorship to program managers and teams.
  • Foster a high-performing, inclusive culture that supports staff development and retention.

Administrative

  • Ensure adequate funding and institutional support for the program by overseeing the contracts executed through BCHD and JHU.
  • In support of the Chief of Strategy, serve as the point of contact for all BCHD/JHU contracts.
  • Coordinate with the leadership team to ensure appropriate grant reporting and that funding deliverables are met.
  • Collaborate with other clinician leaders to maintain CLIA certification and ensure laboratory services meet CLIA requirements.

Clinical

  • Provide direct clinical care at two sessions per week. Direct care includes assessment and management of substance use disorders, infectious diseases, wound care, depression, and other mental health disorders, and additional urgent care or primary care needs.
  • Examine and evaluate new and returning patients and document findings. This is to include, as needed: medical history, physical examination, written orders for medication and diagnostic tests, review of laboratory results, and review of outside medical records, including CRISP.
  • Complete forms requiring the attention of a clinician as needed.
  • Provide counseling and disease information about treatment, prevention, follow-up care, and harm reduction as appropriate.
  • Provide consultations, make patient referrals, and arrange higher-level hospital-based care with appropriate medical providers.
  • Pursue ongoing professional development opportunities to enhance clinical expertise and leadership capabilities.
  • Participate in research activities authorized by JHU and BCHD.
  • Provide emergency services as needed.
  • Support the Medical Director in the development of clinical protocols.
  • Coordinate with the Medical Director to implement new models of clinical care delivery, such as injectable medications for substance use disorder and HIV treatment and prevention.

Minimum Qualifications

  • Master's Degree in Nursing; Registered Nurse license and Certified as a Nurse Practitioner. Must be licensed as an NP in the State of Maryland.
  • Three years of experience in related clinical area and obtained proficiency in area of specialty.
  • Knowledge of evaluation and treatment of substance use disorders, HIV, viral hepatitis, STIs, and skin and soft tissue infections
  • Experience with grant and budget management.
  • Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • HIV specialist certification or board-certified in infectious diseases.
  • Experience in public health practice.
  • Five years of related experience.
  • Supervisory experience.
  • Spanish language skills.

Starting Salary Range: $101,500 - $177,800 Annually ($135,000 targeted; Commensurate w/exp.)
